According to a news report, the UN Economic Commission for Latin America and the Caribbean (ECLAC) has called on countries to work to ensure they allocate at least one percent of their gross domestic product (GDP) for providing a 'basic basket of Information and Communications Technologies (ICT) for all households'. ECLAC Secretary Alicia Barcena told reporters at a press conference on the Agency's special report on the effects of the COVID-19 pandemic, that the basket of ICT products for households that are not connected would include a laptop, a smartphone, a tablet, and a connection plan.
