Tech Against Terrorism published its report on terrorist use of end-to-end encryption (E2EE) entitled 'Terrorist Use of End-to-End Encryption: State of Play, Misconceptions, and Mitigation Strategies.'
Among its key findings, the report found that E2EE is not a deciding feature for terrorists when deciding to establish their presence on an app or platform. Terrorists generally consider four main characteristics before choosing an app or platform: security, stability, usability, and audience reach, and apps that combine E2EE with these features are usually preferred by terrorists and violent extremists.
The report also Tech Against Terrorism's recommendations for tech platforms on mitigating risks of terrorist and violent extremism use of encrypted messaging services and on taking a stand for encryption.
