The Observer Research Foundation (ORF) has published an in-depth study of India`s Data Initiatives. The report named "Towards Evidence-Based Policymaking: India's Open-Data Initiatives" discusses India's progress towards evidence-based policymaking through the use of open-data initiatives. It highlights the government's efforts in creating an enabling environment for data sharing, making data accessible and available, and promoting the use of open data to improve policymaking.

The authors examine India's flagship open data portal, data.gov.in, which offers datasets across various sectors, such as agriculture, health, education, and finance. They note that the portal has been successful in increasing transparency, accountability, and public participation in governance. However, challenges remain, such as ensuring data quality, addressing privacy concerns, and building capacities for data use. The report recommends that the government focuses on creating a robust ecosystem for open data, including the development of standards and guidelines for data sharing, improving data quality and accessibility, and promoting data literacy and skills. They also suggest that the government should leverage emerging technologies such as artificial intelligence and blockchain to enhance the use and value of open data.
