Japan's AI guidelines promote responsible technology use

17 de outubro de 2023 Hi-network.com

Japan's proposed AI guidelines call for actions to mitigate an undue reliance on AI. Businesses and institutions employing AI are obligated to lessen the risk of excessive dependency on this technology. The guidelines stress the importance of avoiding biassed data when utilising AI for machine learning and maintaining comprehensive records of interactions with AI. These guidelines consist of ten fundamental principles that advocate for fairness, transparency, and safeguarding of human rights. They establish shared responsibilities among companies developing AI platforms, service providers, and users. Developers are expected to ensure the accuracy and approval of data, while providers are encouraged to caution users against disclosing sensitive information. The primary objective of these guidelines is to deter the malevolent use of AI, and they are slated for finalisation by a government panel dedicated to Japan's AI strategy by the end of the year. Furthermore, Japan collaborates with G7 member countries to develop global guidelines for AI developers.

The guidelines can be classified into two categories:

Regulation on AI Regulation for AI
These regulations are designed to manage risks associated with AI. However, Japan currently does not have any legally-binding horizontal requirements for AI systems, as they are deemed unnecessary due to the speed and complexity of AI. These regulations focus on promoting the implementation of AI through regulatory reform. They provide principles according to business categories, and companies that develop AI platforms, providers of services that utilise the technology, and users are all required to share some degree of responsibility.

Why does this matter?

These guidelines highlight the ethical use of AI by discouraging bias in data and promoting transparency. They aim to protect individuals' rights and privacy, making AI more responsible. Japan's collaboration with G7 nations to develop international AI guidelines demonstrates the global commitment to responsible AI, setting a precedent for other countries to follow. They strike a balance between promoting innovation and holding AI developers and users accountable for the technology's ethical and responsible use.
