China is launching a new program to increase national digital literacy

China has initiated a new action plan to improve digital literacy and skills, aiming to achieve a nationwide impact by 2024. This collaborative strategy is a key component of China's efforts to promote the growth of the digital economy.

The action plan is a collaborative effort among key government bodies such as the Office of the Central Cyberspace Affairs Commission, the Ministry of Education, Ministry of Industry and Information Technology (MIIT), and Ministry of Human Resources and Social Security, demonstrating a unified approach to digital education. It outlines six key areas and 17 major nationwide tasks to enhance digital proficiency.

Key focus areas of the plan include developing digital talent, enhancing digital literacy among leaders and public servants, promoting digital skills in schools, and ensuring equal access to digital resources to bridge the digital divide. The plan also aims to accelerate digital transformation in businesses, create an inclusive digital environment, and improve digital public services. It supports international cooperation to enhance support systems and increase high-quality digital resources, showcasing China's commitment to boosting its digital economy.

Digital literacy is crucial for the evolving digital economy and sectors like AI, according to tech analyst Fu Liang. China's national data survey, led by the National Data Administration, highlights the importance of data resources. Emphasizing practical application is key to enhancing productivity and supporting digital businesses. China's focus on digital infrastructure aims to boost efficiency and societal value. The country's telecommunications business volume grew by 16.8% in 2023, ranking second in computing power globally.

For China, digital literacy is key to building the 'online civilisation'. According to the Chinese Communist party, digital and online media literacy are main themes and a positive energy for governing society. They also ensure the country's dominance on the world stage. Last year, China was ranked number two worldwide for telecommunications businesses.
