Scientists from the Australian National University published a white paper on Australia's water reform. The paper outlines six principles that should function as the basis for water reform: (a) defining visions and goals for the entire Australian community; (b) developing relevant roles and responsibilities of various stakeholders involved in the reform; (c) viewing adaptation as a means to respond to escalation such as drought, climate change, bush fires, and governance failures; (d) investing in advanced technologies to monitor, predict, and understand changes in water availability and to use knowledge as a basis for adaptive water reform; (e) integrating community-based adaptation, including indigenous communities, into water governance new arrangements; and (f) using management actions to experiment on how to do things differently.
