In order to bridge the digital divide, the Seoul Metropolitan Government has decided to set up education centers that will allow visitors to learn about digital devices. The local government is also expected to initiate literacy education programmes that will assist low-educated and illiterate persons in using digital communication tools. The programme will offer three class levels, namely, beginner, elementary and intermediate that will teach users how to use digital devices in their daily activities.
