Bhutan to pass National Digital Identity Bill after being introduced to National Assembly

The National Assembly of Bhutan introduced the National Digital Identity Bill of 2023, as the motion to debate the Bill was passed by the House on 9 June. The Member in charge of the Bill, Karma Dorji, who also serves as the Minister of Industry, Commerce, and Employment, highlighted the groundbreaking nature of this bill, emphasising its status as the first of its kind worldwide. He underscored the significance of establishing a legal framework to support this initiative, which has been many months in the making.

Upon receiving a digital identity, individuals can access services like obtaining passports or legal agreements through a mobile application called a Digital Wallet. Authentication will be conducted using biometric information such as fingerprints and facial recognition. This heightened level of security significantly decreases the risk of identity fraud, particularly during business transactions.

The bill was referred to the Good Governance Committee for their due diligence review, and they will report back to the House on 15 June for Third Reading, where the legislation is expected to pass.
