AFRINIC to discuss a proposal to stop allocating IP addresses to governments shutting down Internet access

AFRINIC, the regional Internet numbers registry for Africa, will discussa proposal to stop allocating Internet Protocol (IP) addresses to governmental entities in countries that shut down Internet access. According to the proposal, in the event of a partial or total Internet shutdown performed at the order of a government, AFRINIC would allocate no resources to government-owned entities or entities that have direct relationship with the government, for a period of 12 months after the end of the shutdown.  If the government performs three or more shutdowns within 10 years, all Internet number resources to governmental entities would be revoked and no allocations would be made for a period of five years.
