UN General Assembly addopted resolution on Lethal Autonomous Weapons Systems or LAWS

On 22 December, the UN General Assembly adopted a resolution aimed at advancing international regulations concerning weapons utilising artificial intelligence or Lethal Autonomous Weapons Systems (LAWS). This resolution seeks to address the concerning development of weaponry capable of autonomously selecting human targets without human intervention.


In the vote on the resolution submitted by Austria, the Assembly adopted to draft resolution XXXIII titled 'Lethal autonomous weapons systems', first voting on several preambular and operative paragraphs. Subsequently, the Assembly voted on draft resolution as a whole addapting it with a recorded vote of 152 in favour to 4 against (Belarus, India, Mali, and Russian Federation). At the same time, China, North Korea, Israel and eight other nations abstained.


A key asspect of this resolution is its mandate for the UN Secretary-General to gather opinions from member states, observer States, international organizations, the International Committee of the Red Cross, civil society, the scientific community, and industry. This inclusive approach aims to gather diverse perspectives on the legal, security, technological, and ethical dimensions associated with autonomous weapons systems. Furthermore, the resolution directs the Secretary-General to compile these viewpoints into a comprehensive report to be presented during the General Assembly's seventy-ninth session. This report is expected to serve as a repository of insights and recommendations from various stakeholders, potentially shaping future UN actions.
