Malta is arguing in favour of the legal concept of the Common Heritage of Mankind to be also applied to the critical infrastructure of the Internet, by analogy with Article 136 of the United Nations Convention on the Law of the Sea (UNCLOS). The statement was delivered during the WSIS+10 High-Level Meeting in New York by the Special Envoy of the Maltese Prime Minister, who said that there were now compelling reasons why the General Assembly should consider more specifically the protection of the Internet as Common Heritage of Mankind.
