Coinciding with the first meeting of the UN Open-ended Working Group (UN OEWG) on Cybersecurity, the French Ministry of Defensepublisheda reportclarifying its position on the application of international law to military operations in cyberspace. The report should serve as an instrument for government representatives at theUN OEWG -and later for the Group of Governmental Experts (GGE)-by illustrating the application of international law, including the UN Charter and international humanitarian law, to the use of information and communication technologies in time of peace and armed conflict.
