In a letter to the FCC, a number of Internet companies are requesting that the FCC's evaluation of zero-rating plans by several ISPs be made public. FCC's net neutrality rules, passed in 2015, allow the agency to review zero-rating plans on a case-by-case basis. The ISPs in question include Comcast, AT&T, Verizon, and T-Mobile, which offer plans that exempt applications from users' monthly data caps or charges.
