EU member states, the European Commission, and the European Union Agency for Cybersecurity (ENISA) gathered for a Blue OLEx 2019 exercise to check the operational level of the European cyber crisis response (CERT-EU) framework, established earlier by the network and information security (NIS) directive. This operational level makes it possible to organise the political decision in the context of possible cyber crises, while making the connection with the technical work carried out by the national incidents response's teams, in co-operation with the CERT-EU and ENISA.
Blue OLEx is a joint initiative put forward by France and Spain to find ways to deepen voluntary co-operation between EU member states while 'respecting sovereign prerogatives'.
