Looking ahead to the next five-year mandate of the European Commission 2019 to 2024, the digital rights group Access Now Europe has published a set of recommendations for the EU digital agenda. The recommendations refer to five policy areas: data exploitation by private entities, content governance, artificial intelligence, surveillance powers, and connectivity and aim to strengthen respect of human rights in each of them. For example, one of the recommendations for the data explotatiation issue calls for the EU to resist re-introduction of a disproportionate data retention regime. Another one for the content governance asks the EU to improve and enforce transparency over content governance through clear reporting obligations. In regards to the AI, they advise the EU to require that all AI projects and initiatives funded by the EU or by public investment ?conform to the standards of "Trustworthy AI".
